Pomerleau lands contract for terminal redevelopment in Victoria, B.C.

Pomerleau has been awarded the contract for Phase II of the Belleville Terminal Redevelopment Project, a significant infrastructure initiative aimed at modernizing the international ferry terminal in Victoria’s Inner Harbour.

The contract, finalized in late June with the Province of British Columbia, marks the start of the project’s second phase, which includes the design and construction of a secure, modern preclearance facility. Once completed, the upgraded terminal will allow travelers to complete U.S. customs and immigration in Victoria before departing for destinations in Washington State, improving efficiency and enhancing security.

Pomerleau will collaborate closely with the provincial government, Indigenous Nations—including the Esquimalt and Songhees—and other key stakeholders to finalize the design and deliver the project.

“The Belleville Terminal is critical to the region and will provide a safe and secure modern port of entry,” said Philippe Adam, president and CEO of Pomerleau. “We are very proud to bring our technical expertise and collaborative approach to the table.”

The terminal will be built to meet the standards of the Canada-U.S. Land, Rail, Marine and Air Transport Preclearance Agreement. In addition to streamlining border crossing procedures, the redevelopment is intended to support tourism, economic development, and reconciliation efforts.

Located in the heart of Victoria’s Inner Harbour, the new terminal will integrate with the city’s downtown and regional transportation systems. Officials say it will also enhance the travel experience through improved accessibility, safety, and passenger amenities.

“Securing the Belleville Terminal Redevelopment Project marks a significant milestone in our continuous efforts to enhance infrastructure in the region,” said Stephan Lacombe, regional vice-president of buildings west at Pomerleau.

Project timelines and cost details have not yet been released.
