German submarine builder Thyssenkrupp Marine Systems (TKMS) and Canadian construction firm EllisDon have signed a Strategic Teaming Agreement aimed at supporting infrastructure development for Canada’s Canadian Patrol Submarine Project (CPSP).
The agreement reflects the companies’ intention to establish a long-term collaboration focused on submarine maintenance, sustainment and associated training facilities in Canada.
Recognizing the strategic importance of renewing Canada’s submarine fleet, the companies said they will jointly explore, develop and potentially implement infrastructure concepts designed to meet Canadian operational and regulatory requirements.
“We are proud to partner with EllisDon to explore a cooperative approach that supports Canada’s submarine ambitions,” said Thomas Keupp, chief sales officer at TKMS. “TKMS brings decades of experience and deep know-how in submarine infrastructure requirements, and together with our partners, we aim to develop concepts that fully meet Canada’s operational and regulatory expectations.”
Under the anticipated framework of the CPSP, TKMS is expected to provide the overall infrastructure concept required for maintenance and repair of the submarine fleet, as well as associated training facilities. Drawing on experience developed over decades — including work with Norwegian partners — the company intends to tailor a comprehensive infrastructure solution aligned with Canada’s specific needs.
EllisDon’s role would include responsibility for ensuring the design and constructability of the proposed infrastructure solution meets Canadian standards and program requirements. The company would also focus on aligning delivery with budget and schedule expectations.
“EllisDon is honoured to collaborate with TKMS on an initiative of such national significance,” said Chris Lane, senior vice-president at EllisDon. “By contributing our expertise in adapting complex, mission-critical infrastructure to Canadian standards, we aim to help shape a sustainable, future-ready solution that delivers long-term value for Canada’s submarine program.”
The companies said the collaboration is driven by shared corporate values, mutual trust and a commitment to innovation. In addition to supporting the submarine program, the agreement aims to strengthen long-term industrial capabilities in Canada, increase skilled employment opportunities and enhance domestic value creation.
